Criterion 1: MLLs’ Full and Complete Participation in Grade-Level Content
Materials include necessary components of curriculum to allow MLLs to fully participate in grade-level content, integrated into content-area tools in key places crucial to content.
The Read Side-by-Side materials for Grades 3–5 do not meet expectations for supporting MLLs’ full and complete participation in grade-level content. Across indicators, the materials lack an integrated system of language supports aligned to reading, writing, discussion, and research tasks. In many cases, MLL indicators could not be evaluated because the corresponding content indicators did not meet expectations, leaving no instructional foundation on which to build language supports.
Where indicators were evaluated, the materials provide no point-of-use guidance or scaffolds for MLLs. MLLs are not explicitly referenced within lessons, text-based questions, writing tasks, or discussion routines, which leaves teachers without direction on how to adapt instruction to ensure equitable access. Although MLLs are briefly mentioned in the Intervention Guide, this guidance is general, non-specific, and disconnected from daily instruction. The absence of references to MLLs in teacher guides across the grade span further limits the likelihood that supports will be implemented consistently or effectively.
As a result, MLLs are not supported to engage in core instructional practices, including analyzing and evaluating texts, participating in evidence-based discussions, developing vocabulary and word-learning strategies, composing and revising writing, or engaging in evidence-based and research-based writing tasks. The materials do not offer embedded scaffolds, alternative modalities, or language supports that would allow MLLs to participate meaningfully in the same grade-level tasks as their peers.
Overall, Read Side-by-Side does not provide the necessary components to support MLLs’ full and complete participation in grade-level content. The lack of a strong content foundation across multiple indicators, combined with the absence of explicit, integrated language supports for MLLs, prevents the materials from ensuring equitable access to reading, writing, discussion, and research opportunities central to high-quality ELA instruction.

While the materials include some opportunities for students to engage with language, these opportunities are not purposefully designed to build disciplinary language over time, nor are they integrated within lessons in ways that support sustained language development alongside content learning.
The materials do not include a scope and sequence for language development. In addition, language goals or objectives are absent at the lesson level, leaving teachers without explicit targets for supporting MLLs’ language development or for connecting language instruction to grade-level tasks. Across the program, there are no explicit connections made between content, disciplinary practices, and language use. The materials do not guide teachers in helping MLLs move from informal, everyday communication toward more formal, academic, and discipline-specific language. Without intentional sequencing, clearly articulated language goals, or guidance for integrating language and content, the materials do not equip teachers to support MLLs’ language growth in a deliberate, coherent, and cumulative manner. Overall, the absence of a language development framework, lesson-level language objectives, and purposeful progression of supports prevents Read Side-by-Side from meeting expectations for coherence of MLL supports.

While the materials include some opportunities for MLLs to engage with language, they lack supports for MLLs within the lesson and a clear and purposeful progression that supports language development over time. They also do not make explicit connections between content, disciplinary practices, and language use, nor do they provide guidance for teachers on how to help students transition from informal, everyday communication to more formal, academic, and discipline-specific language. Consequently, the materials do not effectively equip teachers to foster MLLs’ language growth in a deliberate and sustained way.

The Read Side-by-Side materials for Grades 3–5 do not meet expectations for providing guidance for all teachers to effectively implement strategies and supports for MLLs. Across indicators, the materials offer little to no actionable guidance to help teachers understand, locate, or use supports for MLLs in ways that promote equitable access to grade-level instruction.
The materials do not explain an instructional approach for supporting MLLs, nor do they identify research-based strategies aligned to MLL language development. References to MLLs are limited to general statements about the challenges of learning English and broad literacy research, without translating these ideas into concrete instructional practices. As a result, teachers are not provided with a clear rationale for how the program is intended to support MLLs or how specific routines, tools, or tasks might be leveraged to build language alongside content.
In addition, the materials lack teacher guidance for supporting MLL students within lessons. There are no point-of-use annotations, lesson-level recommendations, or examples that show teachers how to scaffold instruction for MLLs, adapt tasks, or respond to students’ language needs in real time. Guidance on grouping structures is also absent: although the program includes collaborative routines such as Book Clubs, there is no direction for intentionally grouping MLLs, supporting equitable participation, or providing oral language scaffolds during group work. The materials also lack guidance on making language functions explicit within disciplinary practices, leveraging students’ home languages as assets, and implementing supports across different program models.
Overall, Read Side-by-Side does not equip teachers with the explanations, tools, or guidance needed to support MLLs effectively. The absence of a clear instructional framework for MLLs, combined with the lack of practical, embedded teacher guidance, prevents the materials from ensuring consistent, equitable, and effective implementation of MLL supports across classrooms.

The instructional materials reviewed for Grades 3–5 of Read Side-by-Side do not meet the expectations for providing explanations of the instructional approaches of the program for MLLs and identifying research-based strategies. While the program includes general discussions of reading development and acknowledges the challenges MLLs may face when acquiring English, it does not outline instructional approaches tailored to MLLs or provide research-based strategies designed to support their language development or access to grade-level texts.
The materials do not provide research-based strategies specific to MLLs, nor do they explain any instructional approach aligned to MLL needs. The only reference to MLLs appears in a brief description intended to contextualize why English learners may struggle with vocabulary and grammar. The materials state:
“The English learner has much to learn about the vocabulary and the structure of English. Approximately 9.5% of students in our schools speak a language other than English (Graves, 2016). These students lack the vocabulary and grammatical knowledge of English, which undermines their ability to decode new words and comprehend text. A child from Mexico, Somalia, or Honduras needs three to five years to acquire the language skills of a native English speaker. During that time, reading ability in English is compromised. By enhancing vocabulary instruction and providing more support, teachers can improve these language skills.”
While this provides some context for why MLLs may experience difficulty, it does not outline a research-based instructional approach or offer actionable, MLL-specific strategies. There is no explanation of how teachers should enhance vocabulary instruction for MLLs, no guidance on scaffolded routines, and no language-development supports connected to text-based instruction.
Missed opportunities appear throughout the materials. The welcome sections included in both the Read Aloud Teacher’s Guide and the Book Club Teacher’s Guides across grades and units do not include any instructional supports specifically geared toward MLLs. Although certain components of the program—such as sentence stems and structured writing routines—could be repurposed as supports for MLLs, the materials do not frame them as language-development tools or provide guidance for how to use them to build students’ speaking and writing skills. The program also emphasizes word study, root work, and vocabulary worksheets, but does not link these routines to MLLs’ academic vocabulary development.
In summary, the instructional materials do not explain the approaches used to support MLLs and do not reference research-based strategies for MLL instruction. While the program references general literacy research, there is no corresponding framework or guidance tailored to MLLs. As a result, the materials do not meet expectations for this indicator.

Minimal strategies, supports, and accommodations are suggested, and the materials lack sufficient context-specific annotations and recommendations within lessons to guide teachers in applying these strategies and supports.

They also lack support for fostering students’ metacognitive awareness of how specific language uses, such as explaining or justifying, are integral to disciplinary learning. As a result, teachers are left without the resources needed to intentionally emphasize the role of language functions in developing academic literacy.

The materials do not provide language supports at varying language proficiency levels and do not guide teachers on how to be responsive to students’ current language development in relation to the content.

While the materials do provide supports and scaffolds for teachers to use with MLLs, there is no guidance provided on using them in different program models.

As a result, the materials do not equitably provide MLL supports.
Criterion 4: Assessment
Materials provide guidance for teachers on how MLLs can demonstrate their knowledge and understanding of grade-level content, regardless of language ability, as well as providing guidance on formatively assessing for language alongside content.
